A person who is not virtuous and a liar does not become a ‘Shramana’ (monk) just by shaving his head.
How can one who clings to sensual pleasure by craving and avarice become a ‘Shramana’ (monk)?
One who is freed from all minor or major sins, has pacified the defilements and is called a ‘Shramana’ (monk).
